What makes a transnational research team fundable — the reviewer's perspective
The NFRF 2026 evaluation matrix explicitly scores "strength of project consortium" — separately from the science. Most applicants do not know what that criterion is actually measuring. This post translates it into what reviewers look for in practice: integration logic, role alignment, and expertise distribution.
In most funding competitions, the team section is where you list credentials. Names, institutions, publication records, past grants. Reviewers glance at it to confirm the team is plausible, then move on to the science.
The NFRF 2026 International Joint Initiative is different. The strength of the project consortium is an explicit, scored evaluation criterion — carrying 20% of the total score at the LOI stage and up to 30% at the full application stage. It is evaluated independently of the research plan, the feasibility assessment, and the EDI section. A strong scientific proposal with a weak consortium score will not be funded.
What makes this criterion particularly challenging is that most applicants do not know what it is actually measuring. This post translates the official evaluation language into what reviewers are looking for in practice — and what distinguishes a consortium that scores well from one that does not.
How consortium strength is weighted

The NFRF 2026 evaluation framework scores proposals across four primary criteria. The weighting shifts between the LOI and full application stages, but consortium strength is present and scored at both.

This weighting means that the consortium criterion has more influence on a proposal's total score than most applicants assume. At the full application stage, a team that scores in the bottom quartile on consortium strength cannot compensate through scientific excellence alone — the arithmetic does not allow it. Understanding what reviewers are evaluating, and how, is not a peripheral concern. It is central to whether a proposal is fundable.
Integration logic —
the question reviewers ask first
When a reviewer opens a consortium section, the first question they are trying to answer is not "are these people qualified?" It is: "why these people, together, for this problem?" The distinction matters. A list of impressive CVs does not answer it. A clear account of why the consortium is configured as it is — why this disciplinary combination, why these specific national contexts, why this governance structure — does.
The official evaluation language describes this as assessing how the approach "builds on, integrates, and benefits from the expertise, perspectives, and resources of a wide variety of regions and disciplines." The operative phrase is "builds on, integrates, and benefits from" — not "includes" or "draws upon." Reviewers are looking for a logic that runs through the consortium architecture, connecting its composition directly to the research questions being asked.
The question I ask myself when reading a consortium section is whether I could explain, in two sentences, why removing any one partner would make the research worse. If I cannot, the team has not made its integration logic legible.

A partner who "will conduct data collection in Ghana" has a role. A partner who "provides the only longitudinal dataset on smallholder agricultural practice in the Sahel region, without which the comparative analysis across climate zones is not possible" has an integration logic. The difference is not rhetorical — it is structural. It tells the reviewer that the consortium was designed around a research need, not assembled from available relationships.
Test your integration logic
- Can you explain in one sentence why each partner is necessary — not just useful?
- Does the research design change materially if any partner is removed?
- Is the disciplinary combination explained by the research questions, or does it predate them?
- Are the regional contexts chosen because the research requires them, or because the PIs happen to work there?
Role alignment —
who does what, and why them
Role alignment is the second dimension reviewers assess — and the one most frequently handled poorly in consortium proposals. The question is not whether roles are assigned. Most proposals assign roles. The question is whether the roles assigned to each partner match that partner's distinctive expertise, institutional context, and position in the research design.
Misaligned roles are visible to reviewers even when they are not explicitly stated. When a computational modelling group is assigned to lead community engagement, or when a clinical institution is responsible for policy translation, the mismatch signals that roles were distributed based on availability or funding eligibility rather than fit. Reviewers interpret this as a governance risk — a consortium that has not thought carefully about who should do what is unlikely to coordinate effectively under pressure.

The strongest consortium sections describe roles in terms of assets — data, relationships, methodological expertise, institutional access — that are specific to each partner and that the research requires. Generic role descriptions, however competently written, do not score well on this criterion because they do not demonstrate that the consortium was purpose-built for the research question.
Role alignment checklist
- Each partner's role should be traceable to a specific research requirement in the work plan
- The expertise or asset each partner brings should be named — not implied
- Leadership of each work package should sit with the partner best placed to lead it, not the largest institution or the Canadian PI by default
- Roles should be differentiated — if two partners have near-identical descriptions, the consortium appears redundant
Expertise distribution —
coverage vs. depth
The third dimension reviewers assess is expertise distribution — how the consortium's collective knowledge is spread across disciplines, regions, and sectors. This is where many applicants misread the call. The instinct is to maximise coverage: add more disciplines, more countries, more sectors, to demonstrate breadth. The evaluation framework does not reward breadth. It rewards coherence.
The official documentation is explicit that consortium size is not an evaluation element. A three-PI team with deep, well-integrated expertise across two disciplines and two regions will outscore a seven-institution consortium where the expertise is thinly distributed and the integration logic is unclear. Reviewers are not counting partners — they are asking whether the expertise assembled is sufficient and appropriate for the research questions, and whether it is distributed in a way that reflects how the research will actually be conducted.
What coherent expertise distribution looks like
- Disciplinary expertise maps directly onto the methods used in each work package — no gaps, no unexplained coverage
- Regional expertise reflects where the research is conducted and why those contexts are chosen — not where the PIs happen to have connections
- Sector expertise (academic, government, NGO, industry) is present where the research requires it — not to demonstrate breadth for its own sake
- The consortium can explain what it does not cover and why that is not a limitation of the research design
Expertise gaps are a particular vulnerability. If a proposal claims to address health equity in three low-income countries but has no partner with primary research experience in those contexts, reviewers will note it. If a project proposes to influence policy but has no partner with government relationships or policy expertise, the feasibility score will suffer. The consortium must be capable of doing what the proposal says it will do — and reviewers check this directly against the team composition.
On Early Career Researchers
The NFRF call places specific value on the training and mentorship dimension of consortium design. Proposals that demonstrate how ECRs are integrated into the research — not as research assistants, but as co-investigators with defined intellectual contributions — score better on this sub-criterion. Name the ECRs, describe their role in the research design, and articulate what the consortium offers them developmentally.
The signals reviewers use
to score a consortium down
Understanding what scores well is useful. Understanding what scores poorly is essential — because the signals that trigger a downgrade are often not visible to the team that produced them. They are patterns that experienced reviewers recognise immediately, and that appear frequently enough to warrant naming directly.

The most damaging signal of all is inconsistency between the team description and the work plan. If the proposal claims a partner will lead community co-design but the work plan assigns them two weeks of effort, reviewers will catch it. If the budget allocates 80% of resources to the Canadian institution but the proposal claims equal partnership, the discrepancy is visible. Reviewers read across sections, and internal inconsistencies are scored as evidence of a consortium that has not been genuinely integrated.
How to write
for the consortium criterion
The consortium criterion is not written in one section of the proposal. It is demonstrated across the whole document — in the research narrative, the work plan, the budget, the governance section, and the team description. A consortium that scores well has made the integration logic, role alignment, and expertise distribution visible and consistent in every part of the application.
Practically, this means writing the team section last, not first. Write the research design. Write the work packages. Identify what each package requires in terms of expertise, relationships, and institutional access. Then write the team section to show that the consortium you have assembled meets those requirements exactly. This sequence — research design first, team description second — produces consortium sections that are specific, grounded, and internally consistent with the rest of the proposal.
Structural checklist before submission
- Every partner's role is described in the work plan, not just the team section
- The budget allocation per partner is proportionate to their stated contribution — and can be defended if questioned
- The governance section names decision-making mechanisms, not just governance bodies
- Non-academic and community partners appear in both the narrative and the work plan with specific responsibilities
- The integration logic can be stated in two sentences that a non-specialist reviewer would find credible
- No partner's description could be removed and pasted into a different proposal without modification
Finally — and this matters more than most applicants realise — write the consortium section for the reviewer who is not from your field. The distributed peer review process used by NFRF means your proposal will be read by researchers from disciplines adjacent to yours, not necessarily from within it. The integration logic must be legible to a thoughtful non-specialist. If it requires deep domain knowledge to understand why the consortium is configured as it is, it will not score well with a reviewer who does not have that knowledge.
A strong consortium does not happen by accident
The teams that score well on the consortium criterion are the ones that designed the team around the research — not the other way around. Integration logic, role alignment, and expertise distribution are not rhetorical choices. They are structural ones, and they need to be made before the writing begins.
